The Bureau of Finance and Administrative Services is currently recruiting to fill a Purchasing Director (Purchasing Agent Management Supervisor) position located at our central office at 3099 E. Washington Ave, Madison, WI.
NOTE: This position is eligible to work remotely up to 3 days per week.

Position Summary
This position is responsible for supervising and directing the work of the staff in the Purchasing Services Section. This position is also responsible for independently conducting Requests for Bids (RFB) and Request for Proposals (RFP) for the agency’s most complex and high dollar value procurements. This position is also responsible for reviewing all of the agencies Governor’s Waiver requests, and review and approve of internal waiver requests. This position is the “delegated purchasing agent” for DOC and has oversight of all DOC procurement processes, contracts (development and management), Memorandums of Understanding (MOU), inter-agency and inter-governmental agreements, surplus property management, administration of DOC’s purchasing card program, and Central Procurement responsibilities in the STAR (Peoplesoft) program. The position provides consultation on purchasing rules, procurement procedures, regulations, policies, and contract dispute resolution processes to DOC staff from all Divisions. This position also serves as DOC’s representative on the Inter-Agency Procurement Council (IPC) and is a member in internal DOC purchasing committees.
Salary Information
This position is in pay schedule and range 81-02 with pay starting from $64,105 to $105,726 per year . Pay on appointment may vary according to the applicable pay transaction provisions of the Compensation Plan and Wisconsin Administrative Code. A two-year career executive trial period is required.
Job Details
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.
The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.
Qualifications
Minimally qualified applicants will have:
  • Leadership or supervision experience (e.g., assigning, reviewing, and directing the work of others, leading projects or workgroups, lead-worker experience, etc.).
  • Experience developing and/or implementing procurement and/or contract management policies and procedures.
  • Experience conducting procurements (RFB, requests for quotes, simplified bids, etc.)
In addition to the above, well qualified applicants will have experience:
  • Managing/administrating and negotiating contracts
  • Conducting Requests for Proposals
  • Conducting procurement process audits and/or contract compliance audits.
  • Interpreting, applying, or ensuring compliance with State of Wisconsin procurement statutes, rules, and policies.
  • Coordinating and/or conducting procurement related training.
  • With the State of Wisconsin STAR system (PeopleSoft) or another similar ERP system.
  • Conducting procurements for large dollar (over $1M), complex (multiple bureau/divisions), or critical (health/safety) goods and services used in a corrections-type environment.
